That means this note and this one are intrinsically connected. This is the plagal cadence, and it moves from 1 to 4. But the question of tension and resolution is all a matter of context, because if this is 1 and this is 4, this could also be 1, and that could be 5.
So the plagal cadence also becomes the perfect cadence. 1 to 5 to 1. And so as always, what we call home is just a matter of context.
